The “where” question is less about geographic location and more about social location. At a minimum, the process requires:
- ownership by those directly involved in or affected by the process
- a sense of “safe spaces” or opportunities to share ideas without fear of any manner of criticism, recrimination, or retaliation
- a strong familiarity with the physical, social, and organizational context of the system and the efforts being made to influence it
