Building a sense of ownership among stakeholders improves the probability of success in any effort to effect change.
A sense of ownership will emerge as stakeholders work together to reach consensus on:
- the problem, its root causes, and the theory of change
- the designation of “problem owners”—that is, the stakeholders committed to addressing the problem
- the innovative capacities required to resolve the problem
- the capacity gaps at the individual, organizational, domain, network, and system levels
- the magnitude of resources required to address the problem
