Consider conducting a formal “theory of change” exercise to define the impact pathways of investments in capacity development through backward induction. At a minimum, participatory theory of change exercises require:
- A visioning exercise: foresighting and scenario analysis to create a common vision among collaborating organizations and individuals
- Brainstorming around pathways to achieving the vision
- Articulation of the role played by capacity development
- Articulation of other necessary conditions to achieving a vision
- Identification of assumptions required to achieve outcomes and impact
- Identification of roles, responsibilities, and relationships among actors
