Analyzing innovative capacities is no easy task: capacities at all levels—in systems, networks, domains, organizations, and individuals—are difficult to identify, measure, and change.
Key to capacity analysis is a recognition that both technical and functional skills are needed to successfully participate in or lead an innovation process.
