An innovation system mapping should always include the system actors:
- Who are the individuals and organizations in the system?
- To which domains do they belong?
- What are their roles and mandates?
Think carefully about not only the directly relevant actors, but also those who are only indirectly or tangentially relevant and even those who may be slightly removed from the immediate topic.
