Before continuing, assess progress by answering questions about the system:
- Does the innovation system mapping seem complete, or are there domains, actors, or relationships missing?
- Are there stakeholders who are willing and able to contribute to solving the identified problem?
- What level of importance or urgency do these stakeholders assign to solving the identified problem?
- Is the identified problem a topic of interest to the host-country government?
- Are there resources available to address this problem?
If yes, then proceed with the process. If no, consider alternative approaches.
These learning tools and exercises require users to think deeply about capacity development strategies; to be open to new and different ways of viewing challenges and devising solutions; to be ready to revisit ideas and redo exercises after field testing and modify approaches if necessary; to take ownership of the process; and to respect and trust fellow participants.
This guidebook aims to encourage an ongoing, iterative process of learning and reflection. This process is not meant to be either rigid or mechanical, nor is the guidance here meant to be prescriptive.
